I was arguing with someone about why L1-s would be doing slavery as they can't extend their stay or change companies and someone has sent a video of Rahul reddy claiming you don't need to pay 100k to change stem opt or L1 status to h1b ,is there any clarity on that?

The ban is completely hiring someone from abroad…i.e. filing for h1b for the next one year from abroad attracts 100k fees but some who is already here and change of status does not attract 100k

Yeah, nothing has chnaged with respect to the number. Even applicabts for 2025 quota are exempted from this proclamation. 

Only 2026 quota from abroad are restricted. Other than that, nothing changed.

There is no such thing as abroad or other. Please check with Fragomen, they clearly clarified any new application inside or outside of US attracts H1 proclamation charges of 100K.  So many lawyers giving their own thoughts, but lets see till next year H1 filing time.

Ya the govt is very clear they want to restrict outside applicants until the job market heals. This is a great opportunity for all workers within the US

They confirmed change of status from f1 to h1b doesn't attract fee
