Easy fixes have always been there. Verification of beneficiary's " Work experience" and see if there's a "falsification" which would be counted "misrepresentation". That alone should down a lot of H1Bs. 

If this is followed by purging out ESG scores and DEI policies, everything fall in place. But the powers that be will only allow the gong show to continue.
