This transition shows a broader transformation in rural administration, community participation, and development implementation in the state under the stewardship of Deputy CM and Panchayati Raj and Rural Development Minister Pawan Kalyan. For decades, the Panchayati Raj system in AP struggled to consistently match the performance of more successful states in rural governance and development outcomes. Panchayati Raj institutions, which are the village-level local government bodies, are deemed essential for planning and executing development activities, from sanitation and drinking water projects to employment schemes and community infrastructure. In recent years, the state government intensified reforms aimed at strengthening these institutions, improving training, promoting transparency, and ensuring timely execution of key rural development initiatives. A clear indicator of this progress came with national recognition through the National Panchayat Awards, where four Gram Panchayats from the state were honored for excellence in sustainable development and effective governance conferred by the Government of India. The improvements did not happen overnight. Under DCM Pawan’s guidance over the year, the Panchayati Raj Department organised wide-scale initiatives to involve citizens directly in planning and monitoring development work. Efforts to broaden employment under schemes like MGNREGA, strengthen local decision-making through gram sabhas i.e the village assemblies, and improve transparency and accountability helped build trust in panchayat institutions. This shift signals statistical success, and highlights that rural communities within AP are being empowered to steer decisions that affect their everyday lives. Continued focus on capacity-building, efficient service delivery, and community participation will be essential to sustain this performance and extend benefits to all villages across the state. Quote
