Dude that's like saying since there was a bad car accident an hour ago, the concept of a car should be thrown out and we go back to bullock carts. 

How can government be responsible for some drunkard? 

For someone that worked 15 hours of labor, alcohol becomes a necessity to offset pains. In that angle better than buying bootlegged and still expensive liquor sold in past government.
