I think 2 things will happen. There was a bill in congress to mandate citizenship proof for voting like all other democratic countries like India. The talk is that Republicans will remove the 60 vote barrier in senate for the passage of that. 
if it’s done, Dems will never get a majority in senate. There are 20 states that allow voters without citizenship proof to vote. All are democrats governed states, deep blue. We all know how much corruption is going on in voting in democratic winning urban areas.
