Any local guy is fine uncle to open llc & convert to s-corp .. if u want to go through CPA 

Book keeping & payroll aithe I suggest u handle it , so u have more control

Anyone can open…but a h1-b cannot operate or work in it. Its too complicated and sometimes difficult to prove that you are not working in your own corporation when its actively operating.
