They were last year. In India right now.

Check with tax filers. Kid/dependents ki W7 form ready chesi istharu. valla original passport or certified copy, and other supporting documents(your passport) theskoni, IRS office ki velli submit chethe 6 to 8 weeks lo ITIN osthadi. 

If you are not in US, then Certifying Acceptance Agent (CAA) untaru, vallu file chestharu, they'll charge you a lot, anything up from $500 to $800.
