USCIS ki next target H1B??

Since Verizon has limitations on directly hiring a large number of H-1B workers, contracting is sometimes used as a workaround. In situations like this, roles that could have gone to U.S. workers are instead filled through third-party vendors. A hiring manager may award a contract to a friend who owns an LLC; that LLC then sponsors an H-1B employee and places them at Verizon. Verizon pays the contracting company around $100 per hour, while the worker receives only $40–45 per hour. The remaining amount is allegedly split between the hiring manager and the LLC owner. Am I correct or missing something
