Here is my guess. The entire report will be influential and political driven by Congress taking recent students police cases into consideration. They don't want to give any credit to TRS in Telangana result otherwise, congress will be at stake in future days in AP.

Details:

* There is no question of separate state becoz it will open another can of worms across the country for smaller states agitations, this will put Congress in corner.
* They will suggest special package to Telangana by requesting Govt agencies to collect all the statistics to grant the required amount with time lines.
* They will ask Irrigation, agriculture dept and education authorities to prepare these statistics comparing the both regions from last 40 yrs.
* At the same time, they will recommend the same type of package for seemandhra under developed districts.
* Congress may drag this statistics collection drama for another 2 1/2 yrs until elections. 
* They may say "Naxals" issue as main cause for on hold state bifurcation decision.
* They may also recommend presidents rule if the things worsen.

Politically as of now, there is no problem for Congress in state and central irrespective of Sri Krishna's report. Hence I don't expect anything new in the report expect some detail analysis of existing statistics.

Please don't take my opinion personally as I don't want to hurt anyone. This is my pure personal opinion.

SKC report is near to my guess.. As I said SKC report is politically driven and the fifth option in the SKC report was modified by Chidambaram  during last week @3$% @3$% @3$%
