Sibal slams CAG report on 2G spectrum scam

New Delhi: Union Telecom Minister Kapil Sibal on Friday castigated the Comptroller and Auditor General (CAG) report on the alleged scam in the allocation of 2G spectrum. Sibal on Friday said in New Delhi that the figure of 1.76 lakh crore which a CAG report claimed was lost due to wrong method adopted in granting licences is totally erroneous.
"We are respectful towards institutions. If you look at Congress party and its history, we never attack institutions. We respect CAG but we are pained at some of the figures and methodology adopted by CAG which has no basis. We believe that exercise by CAG (report on 2G spectrum allocation) was fraught with errors. We object to that," said Sibal while addressing a press conference.
"Figures given by CAG of 1.76 lakh crore are utterly erroneous, totally erroneous," Sibal said and added that the figures were sensational.

[b]The Telecom Minister claimed that the loss figure was just Rs 17,755 crore while adding that the Congress-led United Progressive Alliance Government was not responsible for loss as stated in the CAG report.[/b]

Claiming that faulty allocation started in the previous Bharatiya Janata Party-led National Democratic Alliance regime, he said that NDA government introduced the "first come, first served" policy in telecom licensing.

He also slammed the BJP and accused it of not allowing Parliament to function.

"CAG has done injustice to itself and Opposition is doing injustice to the common man," said Sibal.

Accusing the BJP of double standard, Sibal said that its leaders were going back on their words.

"As per the 10th Plan document NDA government had said in 2002 that revenue should not be a criteria for allocation. Today they say revenue is important. NDA had said spectrum policy needs to be promotional in nature with revenue consideration playing a secondary role. We are only following the policy of NDA," said the Telecom Minister.

He also called the ruckus by Opposition parties during Parliament's winter session as "unconstitutional". Almost the entire winter session of Parliament was washed out as Opposition insisted on an investigation by a Joint Parliamentary Committee into the alleged 2G scam.
