File before 10 -15 days of ur OPT exipry date. According to the USCIS, By the end of ur OPT u should have ur EXT filed ( its just enough to reach ur application to them). So safe side file just a  month ahead.

its always better to file for OPT Extn 3months before your OPT expires.. to be on the safer side is always a better option
