First time stamping Definitely in India and that too at Hyderabad if from AP..

If second time.you can visit any consulate in India or else where.

Canada or Mexico will always be risk.. if they reject visa petition there..you may have to go back to india right from there..
unless you have any other status to come back to US.

Hyderabad is running a little risky as of now..even if not rejected they are issuing 221g.. with reasons like admin processing..with running delays of couple to three months..

but over and above all of these..if you have luck..thats it..

If it is a 1st time H1 stamp you have to go to your home country. Canada, Mexico or Bahamas is for extensions(only). Heads up: There are lot of changes/rules in the process now, make sure you do proper home work.

if you stay outside for India for more than six months than u can attend any where in India
