No U cant apply H1 until u get on to new school or if u already have one Masters Degree then sure U can apply premium.
and dont call to the No. they give its for enquiry.

Naaku old univ nundi masters degree undi mama.. idi just status maintain cheyyataniki.. safe side lo undataniki apply chesenu.. H1 chesdham anukuntunnam.. madhyalo ee penta jarigindi..

Mama as u didnot register for classes, mi old univ vallani mi SEVIS back teskomanu......  they can do it 100% sure.....  it vil not b in their hand but they can mail or call USCIS and take the transferred SEVIS back to the Old school... tell your old univ international official that you didnot like that and you want to stay back at the old univ itself........
