This is definitely a good news. Need more clarification regarding the same.
Please answer these questions for every body. So that they can see if anybody fits into your wife's situation. If so, it would help them.
1) Which yr and month did she join the TVU?
2) Did she take any C.P.T or O.P.T from TVU?
3) Where did she stay, was she in C.A or any other place apart from C.A?
4) Was her AR-11 updated well before this incident.
5) Did she try for transfer just before the closure of TVU?

Please reply, so it would help other students very much. Thanks a lot for wonderful info.

2) Did she take any C.P.T or O.P.T from TVU? - Yes
3) Where did she stay, was she in C.A or any other place apart from C.A? - Not in CA
4) Was her AR-11 updated well before this incident. - She got her SSN in curret address. She didnt have any other address
5) Did she try for transfer just before the closure of TVU? - On the day we learned about TVU we approached other universities.
