This is definitely not Bro. This is called Kheer and I think its NorthIndian traditional or some Arabian Dish brought into India culture during Moghul Times. Or may be, it belongs to a particular state in North India.
Again I may not be correct but definitely Payasam is not Andhra's traditional sweet.
One of the following can be:

1. Poota rekulu
2. Arisalu
3. Paramannam
4. Daddhojanam
5. Pongali (Chakkera or Hot)
