naxal free was ap not the rest of states, they moved to orissa and chattisgharh, west bengal, jharkhand  and became super strong by 2010.
cheating them like ysr  will not yield  good long term results , its not a law and order problem , its people issue but the govt is not ready to see it that sense , they are sending toops to kill naxals so that big corporates can enter tribal area and end tribal life  sCh_elmodance2
