katharnak Posted February 18, 2011 Report Posted February 18, 2011 Hyderabad, Feb 18: Five Telangana legislators - three from TRS and two belonging TDP were suspended for seven days from the State Assembly on Friday for their unruly behavior and violent actions on the floor of the House during the Governor's address to the joint session of the legislature on the opening day of the budget session on Thursday.The Deputy Speaker, Mr Nadendla Manohar, announced the suspension of the five members belonging to the TRS and TDP after the Minister for Legislative Affairs, Mr D. Sridhar Babu, moved a resolution in this regard. The suspended members are: Mr Harish Rao, Mr Sammaiah and Mr Vidyasagar, all belonging to TRS, and Mr Revanth Reddy and Mr Mahender Reddy of the TDP.Soon after the suspension of the five members, the Deputy Speaker as well as the Chief Minister, Mr N. Kiran Kumar Reddy, advised them to leave the House. While they did not heed to the advice, the Telangana legislators belonging to the TDP and TRS gave them moral support by vociferously demanding that they should also be suspended en masse.As tempers ran high, a large contingent of marshals took position outside ready to swing into action to thwart any untoward incident. Realizing the unrelenting and peeved mood of the Telangana members in allowing the business to continue, the Deputy Speaker abruptly adjourned the House to meet again on Monday.The Congress government by ensuring the suspension of the five Telangana legislators seemed to send a strong message to its detractors, especially the Opposition, that any unruly behavior and acts of disruption of the business in the House would not be tolerated and dealt with an iron hand.It might be recalled here that the TRS and TDP members went berserk in the House indulging in unruly behavior and violent acts, including trying to attack the Governor during his address yesterday to the joint session of both Houses of the legislature.Even on the second day on Friday, the House could not transact any business as listed in the agenda forcing its adjournment twice with the TRS and TDP members creating a pandemonium by slogan shouting and storming on to the podium on the issues of Telangana and fee reimbursement respectively.The TDP and TRS members, holding placards and raising slogans, rushed to the podium despite repeated appeals from the Chair to allow the proceedings to begin. The Deputy Speaker adjourned the House for ten minutes within five minutes after it commenced its session.When the House reassembled after 45 minutes, there was no respite in the situation and the bedlam continued following which it was adjourned again for half hour. The House reassembled only after a three-hour tense and suspenseful waiting.Amidst continuing protests and slogan shouting by the TDP and TRS members, who swarmed on to the podium, the Deputy Speaker regretted at the happenings in the House which was not a good augur in upholding the dignity and decorum of the legislature.Recalling the ugly incidents that unfolded in the presence of the Governor yesterday, he pointed out that such actions would send wrong signals to the people and make them lose faith in their elected representatives. Expressing his serious concern and anguish over the incident which was never witnessed in the annals of the legislature, he sought the opinion of the floor leaders of all parties. Except for MIM, there was no response from other parties.Expressing his views, the MIM floor leader, Mr Akbaruddin Owaisi, felt that the incidents had demeaned the prestige of the legislature. This sparked vociferous protests from Telangana members belonging to the TRS and TDP who prevented him from speaking further.The Chief Minister observed that the Thursday's happenings were very unfortunate and unwarranted. The issues might be justified, but the manner in which they were tried to be projected was not in good taste. Many sensitive issues were raised in the House in the past, but this was the first time that even the Governor of the State was not spared. The behavior of the members deserves to be condemned, he observed.The Minister for Legislature Affairs moved the resolution for the suspension of the five Telangana legislators which was accepted and implemented by the Chair.
