"Kottandraa..." what is going on?

When KTR purportedly swayed with rage and said “Kottandraa…” it heralded a new low in A P’s democratic culture. The attack on the Lok Satta Chief followed and the poor man just bore the brunt of a political rage that at times resembled a mob culture. Even before that the assembly was a mute witness to the manner in which a visibly upset Harish Rao thundered his way across benches and chairs in an attempt to stop the governor. Whatever the reasons for their behavior, it simply cannot be condoned. Civilized dissent is the very essence of democracy. And an assembly hall of all places is not the venue to display muscle power. A visibly shaken governor had no option to cut short his speech as irate MLAs pulled and tore papers from his hand. The mikes too were wrenched off the fixtures. An embarrassed and shaken C M said that he would apologize to the Governor for the dastardly behavior
