Puducherry (formerly  Pondicherry (help·info)) is a Union Territory of India.

However, along with Delhi, Pondicherry is one of the two union territories in India, which is entitled by special constitutional amendments to have an elected legislative assembly and a cabinet of ministers, thereby enjoying partial statehood powers.

pyna emi rasaro chadavaledhu kani....The solution I think wil happen will be...either united Andhra or Hyd UT with Telangana capital...that way they will have seperate funds for hyd development...security wise ga kuda hyd ki better adhi...evari lands ki business ki probs vundavu...and state funds can be used to develop other cities in telangana...and technically it's still a capital of telangana....Andhra vallu kuda business cheskovachu...
