If you are confident enough that your position is safe and if you belive that primary vendor will file a H1 for you ..

then you cn go with Primary vendor..

But if you loose the job in the middle for some reasons, you must be in a position to get a job within a perios of less than 1 month ..

If not no Primary Vendor prefers to keep you inside the USA..
