Shri Anand's otherwise excellent article fails to consider the state of US-Indian military relations in the humanitarian area, which under the Obama Administration has declined to an abysmal level. In 2008, under the auspices of the US-India Defense Policy Group, the Bush Administration Defense Department concluded an agreement with India's Defence Ministry allowing the first joint US-India humanitarian operations in over 30 years to recover the bodies of the several hundred American airmen lost in northeast India during World War II. These operations began in late 2008. But, under Obama, all such operations have been canceled for both 2010 and 2011, much to the dismay of the families of these airmen, who still wait for the bodies of their loved ones to be repatriated for a decent burial. Many prominent Indian analysts have pointed out that President Obama and Prime Minister Singh have apparently decided that it's best to kowtow to Chinese demands that operations in the Indian state of Arunachal Pradesh - where many of these airmen were lost and which is also claimed by China - be halted rather than risk Chinese antagonism. Not only has the callousness of the Obama and Singh governments seriously harmed these families, it also puts the US, India, and China in the position of flagrantly violating the mandates of international humanitarian law, embodied in the Geneva Convention and its protocols, compelling all governments to do all in their power to permit the recovery of the remains of war dead.
