Case I

If you switch on the headlight before starting to drive, you can see normally....Just like when you travel with normal speed

Case II

If you switch on the headlight while driving, the light (from the headlight) will travel with the same velocity of the car....Relative velocity of light (from the headlight) and the car is zero.....So you cannot feel it
