2)create a separate category like
you might have now
for Administration(for people like Mod and admin) and General(for people like me)

Name category as Monitoring.
If any user is doing extra adding him to this category.

This category will have only one forum, which is a spamming forum, only this kind of users can see. All other users will enjoy all forums.

So instead of banning and loosing a hit to site iam suggesting this, since I believe AFDB one day is going to become Andhra Face book
