  Please think once,we are educated and well know about TAX system.

Chiru is showing 4 lakhs of earnings for TAX and he is getting tax exemption for his service and investment on this Blood bank.

He can show that he is spending some crores on this service get get the exemption on his whole revenue(he can show he is having loss as well on it).
