Why there should be a need for help?For example: A free flowing river is divided between 2 states/areas/countries/whatever as your state's river and my state's river. And if there is a drought in one state, the other state 'helps' the other state by giving some water in the name of charity! BUT the poor river does not know and does not/cannot care that it has been divided, named and abused.If there was never the division as your state and my state; your water and my water, then who is helping who? HELP is meaningless then.
