I guess we have many reasons why Indians go out..

1.) we r over populated

2.) Ruppee value is low as dollar or pound has higher rate in India, So ppl see that in short time u can make hell of money.

3.) Lack of enough opportunities in India. for ex: If any mechanical or electrical guy wants to some research or something, govt. doesn't help with funds here, and even if it does, it takes hell of time and moreover, our uni's might not have enough infrastructure to carry out such things.

4.) Reservations also play some factor in this regard...
