The Indian festival of Diwali or Deepavali, also known as the Festival of Lights, is traditionally celebrated with Safe and Sane fireworks. Folsom Municipal Code Section 9.36.040 generally prohibits the discharge of fireworks after the 4[sup]th[/sup] of July holiday, however the City has authorized the discharge of fireworks by celebrants of Diwali/Deepavali provided permission is granted by the Fire Department.

Applicants can apply by submitting a letter to the Fire Department with the following information:
[indent=1.125]1. Name, address, and telephone number of applicant.[/indent] [indent=1.125]2. Address where safe and sane fireworks will be discharged.[/indent] [indent=1.125]3. Date when fireworks will be discharged[/indent] [indent=1.125]4. Time of firework discharge.[/indent] [indent=1.125]5. A list of all Safe and Sane fireworks to be used.[/indent] [indent=1.125]6. Number of people expected to attend the celebration.[/indent]
Application letters can be turned in at Fire Department Headquarters, 535 Glenn Drive, Folsom or attached to an email and sent to [email="[email protected]"][email protected][/email].

The use and discharge of Safe and Sane fireworks for this celebration must be conducted under adult supervision and according to the firework manufacturers’ safety directions.
