Ya... U r considered a non resident untill completion of FY 5. Once u cross that you have to pay those....
Suppose say u entere US in 2006 December... then your 5 years is completed by 2010 December. Technical ga aithe 2011 december varaku time undali kani, If u enter US in 2006, it is considered a year.
