Bro.. Wid dat scores she might have Chance into ULL,- University of Louisiana Lafayette . It is better than the other Lafayette university in ur list. CS program is one of d best here . They offer C-BIT program and lab which is funded by Fed. Funding is good and education is comparatively cheaper.

Also, try university of Texas , Arlington . Good uni . Moderate in all aspects.

UHCL is reasonable in ur list. No rustin and south Dakota - too remote.
