Ok in a democary country other than the leaders elected by ppl they shd be congress man who are civilized and excelled in various categorizes (in our country they are called as rajasabha members in central and MLC in state) these congress man are generally nominated (to be exactly only representatives and some other kind ppl can vote and select the congress man) any bill passed by the lower house that is representatives selected by ppl shd pass the bill to the upper house that is congress man. Again there goes a voting on the bill with these congress man and if the bill passes in upper house to then unless the governor in state or president in central does'nt sigh them the bill will not come into affect. Our country made these congress man and there leaders so dummy that cant take even a one step without ppl representatives.

President is the commander in chief for the army in our country, if there is a dynamic president then he can handle the country with out the permission of these political leaders but to our luck i think other than first two president and after a abdul kalam there was never a dynamic president

if u follow our constitution then u can exactly hoe powerful a governor and president are for a state and country
