Okay..Hopefully table structures and table constraints same vunayi anukoni from both SQL server and Oracle....you can export data into a Excel sheet( There is limitation of data export into Excel sheet) and load into Oracle using SQL loader or AQT( both free atleast in trail versions) its easy.
If there is enormous amount of data you have to use ETL tools for sure atleast according to my idea.

One method is coverting source data to xml and loading target from xml.

Dont worry its a Database or ETL developer job to load the data..But meeting purpose..You can talk these points.

1). Data migration depends on the volume of data and how many no.of tables we are talking about?

2). Available resources(tools to do this) and time to do.

3). Main important thing is if this is one time thing or not( most cases this would be just one time thing).

4). Since there is already data in oracle and they are loading data into it..we can use the same procedure to load data from sql server by using it as source or a lookup procedure.( Needs ETL or ERP tools).

If its to be done by a DBA:

You have to take a back up of ORACLE database( remember not at single point Production DB should be down).

Then take a copy of data the from sql server and just import using load tools( Structure's of the tables should be same along with constraints).

Without using ETL tool a limited amount of data can be imported say like 1 million records and its not a good practice as we will not be able to do regression testing ani chepu. I did migrate data but it was small amount and did unit testing but writing queries against Database ani chepu.
Naku telisi DBA's take a back up of data from database.. and use same files also to export it back if needed..so we can use same files even to import back into diff db's. I do it all the time using toad.
