Is it possible to bring money from swiss bank?

Dudes now a days every political party except congress is saying that we will bring all the BLACK MONEY which are in SWISS bank accounts. Is it possible for a government to transfer money from others personal bank account that to SWISS BANK which every one says as one of the most confidential and secured bank.
