Why Does Uscais Return My H-One Application?

my friend sent his application on june 5 and they returned his application that some document is mssing wihtout generating receipt.,his application packet came back yesterday...is there any chance to file this year?

why did they return without putting a query or at least they would have generated a receipt...worst fellows...

They can reject your H-1B petetion without issuing any RFE. Its not mandatory to issue RFE.
