Not sure if the later statement is true. Sweden too had free education but they have some nominal chargers since last year.
As everyone said, you need to have a very good percentage.
After MS, you are allowed to stay for only 1 year, so you need to find a job in order to settle there.

Language ante you can learn from CFEL or Ramakrishna matt( getting application is very tought) or DAAD(i dont remember exactly). Whats your percentage?
