Being a Telugu Film Person (-Director), he may request particular producer to reduce the charges. But, he don't have the right to give orders to the producer. After all, it's the producers and film chamber's decision, I think. So, I don't know how far it is fair to blame him, on this particular issue.

When MPAA is through with APVC on anti piracy process, the obvious Next step would be looking into copyright infringements.
