Suggestions About Cpt

Naa friend okadu cpt apply chesadu, college vallu cpt reject chesaru, so my friend employer emo Sevis or USCIS vallaki complaint chestadanta. Nenu complaint cheyaku ani cheppanuu.
Reason: Valla college vallu konni rules rasukunnaru. college vallu staffing company vallaki cpt evvadam ledhu, direct ga client letter kavalantaa. Client header, company name and address should be match in that document(cpt letter).
My friend put staffing company had websites and he has to develop more than 20 websites. they rejected. Endhukantee college vallu employer company ki cpt evvadam ledhu. My friend Employer emoo college valla medha chala kopamga unnadu. So eppudu emicheyaloo ardham kakaa friend nannu adigadu, so nenu our db lo suggestions kosam post chestunnanu.

My Questions:
1. complaint cheyadam correct or wrong?
2. If correct, Sevis or USCIS lo everiki complaint cheyavachuu.
3. If No, give him suggestions
3. Once complaint chestee, college lo study ki eemina problem avutundaa.
