Help ..suggestions Plzzz!

My friend came to US on sep 2008 for PHD in chemistry but after 4 years in jan 2012 he transferred to masters in computers and currenlty he is doing this with out completion of his phd.

Now his student visa will expire in sep 27th 2013.But before that in spring 2013 he want to go to india and come back.

Did he need to go for stamping in spring 2013???

If he goes for stamping in 2013 spring is there any risk for getting visa??as he will not have any degree yet did they give student visa?? ...[color=#ff0000](also please let me know is there any chance for him to go to canada in 2013 spring and take student visa with out any risk??)[/color]

Masters in CS Begin: Jan 2012
F1 status: Transferred to Masters in computers from phd in chemistry after 4years.(with out completion)

am pretty sure new i20 should be enough with a valid visa to re enter into US .. no need to go for stamping .. coz its not a status change .. hes still a student kada ,.. so he can show his new i20 .. ade work permit ki shift authey pakka povali stamping .. confirm again with anyone else ..
