it may not be possible in a democratic nation to have rules like public execution or punishments without trial...

I think majority if india crowd who live in india now are insensible towards not just corruption but many worldly/local issues this is caused due to lack of social education, common sense and reponsiblity whilst they are in their youths.

More traiditonal approach: but I suspect it's practicality
I believe all education bodies such as schools, colleges, universities must be de-privatised and must comply to one very strict regulatory authority which focuses on ones overall personal growth rather than commercialized education. I believe this would auto bring in thoughfullness of ones own actions .

Along with above state Govt's must implement the action plan and leave the chalta hei attitude in controlling corruption.

Radical thoughts
We as a society respect fear., so Cause fear among people which involves arresting people who merits to corruption, and ceasing their assets along with prison- lifetime , and put them on TV's,papers, cancel their state benefits etc.
There should be at the least 50,000 to 1lakh people per every state on TV for every single year-(easy) ranging from clerk to ministers.
at the same time market ethics, morals the culture of us as a country rather than me myself and I
