A politician who grew in stature beginning as founder member of Madras Students' Congress, he faced police lathis for launching the civil disobedience movement in Madanapalle Theosophical College from where he graduated before he did his Law degree from Madras Law College in 1947.[/font][/color][color=#3B3A39][font=Georgia,]
Mr. Vijayabhaskar Reddy practised at the Madras High Court till 1954 and got into active politics only after his mentor, Tanguturu Prakasam, was pulled down from the Chief Minister's post by his rival Shankar Reddy through a no-confidence motion. He won the Assembly election from Yemmiganur constituency in 1955 defeating Shankar Reddy. He became Kurnool ZP Chairman in 1959 and again in 1964 when he wielded more power than Cabinet ministers.[/font][/color][color=#3B3A39][font=Georgia,]
In 1967, Kotla joined Brahamananda Reddy's Cabinet as Finance minister. He was elected as Lok Sabha member from Kurnool six times beginning with 1977 and was a Cabinet Minister in Indira, Rajiv and Narasimha Rao ministries holding key portfolios. He had the distinction of becoming an elected member of Congress Working Committee twice, in 1992 and 1997. A progressive leader, he introduced 30 per cent reservation for women in educational institutions and jobs, the slab system in electricity for agriculture sector to help farmers, recognised Muslims and Kapus as BCs.[/font][/color][color=#3B3A39][font=Georgia,]
As Chief Minister, he was instrumental in launching welfare programmes including Rs.1.90 a-kilo-rice, supply of electricity to farmers at Rs.50 per HP, announced prohibition on sale and consumption of arrack in 1993.[/font][/color]
