Regarding Opt Extension Doubt

I am having a friend where he did not work on OPT for 9 Months still he is not working
is there any problem in applying for OPT extension. He change his employer letters in his school for three times
Please help he is bit worried................

9 months ante kashtame... 3months kanna yekkuva khaliga undakudadu ( and you need to inform ur ISO to update ur sevis now and then )

but opt ext apply chesetappudu E-verify employer details ivvali application lo

USCIS will consider your sevis record to decide on YES or NO
