i think if you report a phone is lost...it will be added to apple blacklist table...so when the lost phone in connected to itunes it will get locked and cannot be used anywhere in the world....

Ila cheyochchu kaani make sure you have to be on contract for 2yrs. And incase if you are breaking the contract you have to pay extra $250. ($200 + $250) = $450 which is verywell available in apple store without contract for $500 after few months).

I spoke to AT&T all above, just yesterday when i was signing new contract for iphone 5.
