Laptop Not Working

DELL XPS M1330 is not turning on from this morning.When my friend is trying to turn the laptop it is making a noise and blinks a blue light but not working still. Please kindly help me how to get over this situation. He needs the laptop ASAP

we are planning to take it to a repair shop where they will free diagnosis the laptop which takes 2-4hrs.
