You can open ICICI or Citi bank account (or many other Banks) .I have opened accounts in these two banks
Basically there are 2 type of accounts NRE and NRO
The NRE (Non -resident External) is only for sending /depositing money from other countries into your account.Where as (Non -resident ordinary) account can be used for depositing money from overseas and also in India (like if you want any body to deposit money in your account like rental income, etc). There are some limitations and restrictions on each accounts like repatriation of funds back to USA,etc.Get clarifications and more info from bank before opening the account and chose the best option that suits you

You can open NRI/NRE account online.Just fill the application online ,take a print out, attach the required docs like copies of your passport,Visa, address proof, photo graph etc along with opening balance. Each bank has min ave qtrly balance requirements (like Rs.16,500 in case of ICICI).With in 2 weeks you will receive welcome kit from bank ,which contains cheque book,ATM/debit card and other info

You can use the debit internationally anywhere in the world. But ATM withdrawel fee, foreign exchange conversion fee,etc may apply

More importantly SBI ,ICICI or any Indian Bank in USA does not act like a another branch or extension of Indian bank .They are just like any other US bank which works according to US banking regulation and under preview of guidelines of Federal reserve bank.

SBI India ≠ SBI USA

If you have more than $10k in any bank out side USA,you need to mention it while filing your tax returns.
There is no tax issues at all.The IRS wants to know if you have illegal money /non tax paid money out side USA
