The survey was based on a sample of 7,294 respondents spread across 52 assembly constituencies. The poll was conducted between September 2 and September 28. Though the Congress is set to fare badly in the election, losing 16 seats and ending up with 43, its voter share will remain stable at 38%. The anomaly arises because of the first-past-the-post electoral system where the winner could be winning without garnering the overall majority of the votes polled. Rao attributes it to the delimitation exercise where the constituencies were redrawn, resulting in an increase in urban constituencies. Ten of the 16 seats that the BJP is expected to win more than last time are urban constituencies. He says that the BJP is stronger in the urban areas compared to the rural. It appears that dissident leader Keshubhai Patel is not going to cause any damage to Modi or to the BJP. The general expectation has been that Modi will win the third time – this was never in doubt – with a reduced majority because of the anti-incumbency factor. The survey seems to belie the apprehensions of party insiders that the victory in Gujarat will be less exhilarating than the 2002 and 2007 election results. Rao attributes the pro-BJP mood to the development record of Modi in the last 11 years and his poll campaign under the banner of Vivekananda Yuva Vikas Yatra, besides the corruption-scarred image of the UPA government. The other reason is that Congress has not been able to throw up a leader to match the controversially charismatic Modi in the state.
