It will be a new H1 petition.. not a transfer. Good thing is you don't have to have the quota open since you were already on H1 before...

Desi employer koncham telisinavadu unte h1b transfer/new petition cheyinchuko ni paisalato...mellaga e 2 months IT lo edo tech nerchukoni IT and mech jobs try chesuko..edi click ayite adi avutundi...actually if u want to move to IT you can take this as an opportunity

It will be tough to get a H1 approved with an IT based employer when his first H1 and experience are in Manufacturing Engineering..

ledu vayya.. his experience and education will not be sufficient to support this unless he worked in IT for some time or he has some solid computer training certificates..
