In that usatraveldoc site when you pay fee it shows BOA NEFT, but that is actualy BOA Mumbai branch and not US BOA.
You can use BOA account from US but that will not be NEFT, instead its something like wiring money to that Mumbai BOA account, this process is costlier because international wire is around$30 and also I read that it take longer time for getting you receipt active. Instead use indian bank to pay online, if you dont have an account the best option is pay at a aixs branch in India.

I have a bank account in india so I used online NEFT transfer and reciept was active in one day.
