. while i was used to study in NEW delhi i used to have telugu subject in my school.. 90 percent of my freinds are non telugu speakers.. they used to read telugu along with us.... some used to join in 7th 8th classes with no kwoledge of telugu. vallakosam special telugu ani cheppi 4th class 5 th class lessons chadivevallu untill they can cope up with regular syllabus...

and one of my cousin who moved to karnataka when she was studying 6th class is all new to kannada.. she gradually picked it up and got school top marks in 10 th class (10 th class ni karnataka lo emantaro telvadhu)

but its better if it is implemented from elementary level rather than on all grades/classes.
