The Switch is just for Current (Fuses are never meant for Voltages)...
110V ki 20A fuse kaavali.... 220V ki 10A saripothundi... endukante... Power same undali finally... 110*20=2.2KW... 220*10=2.2KW.... Your TV ultimately looks for Power....

You got the answer... if there is a switch you have two fuses in parallel... left ki switch chesthe it makes path via Fuse#1 right aithe Fuse#2.... switch cheyatam marchipothe.. fuse blow avuthundi.... Now a days they come with 12 guage wires and higher rated Fuses just to avoid switching between 110V and 230V...

Remember fuses are to save Wires by limiting the current that flow through.... fuses are not to save target devices....

By the way there is nothing called converter... you ahev Step down and step up transformers for AC.... A step up transformer chaala costly... Meee veedi chivara undedi step down transformer... APSEB vaadu akkada varaku 480V 3 phases thechi.. meee veedi chivarlo 230V 3 phase gaaa maarusthadu.... Your submersible pumps etc use 3 phase... Grinder Mixers Ovens etc use two phase... Light fans use single phase....
