Nj Driver's Licence Question

I am in NJ and trying to get a DL. I have Indian licence and passed the written test. Is there any location they will give license without a driving test in Jersey city area??

Akkada Bayyonne DMV lo Ind dL vuntey, computer test isthey chalu............NJ DL ichestahru.

Na 1st license and extension akkadey tesukunna, without drive test.
