APSEB (Andhra Pradesh state electricity board) was facing Pathetic situation, Heavy Transmission and distribution Losses, Poor Power quality, Agro Pump Motors used to burn out of Power fluctuation. Villages remained dark for half the time. CBN being aware of how important for a State or a Nation to have an Efficient Power Supply system and Production systems started taking Reforms in Electricity department. As a result of which in couple of years it turned so awesome that the Credit Rating Agencies CRISIL and ICRA ranked Andhra Pradesh first in power sector reforms implementation in India. CBN appointed a high level committee with qualified Electrical Engineers from the Best Institutions of India. They gave a Report, Which included 2 Major Decisions 1. Reconstruction of both distribution and transmission networks to reduce losses and 2. A need of 8,500MW of additional Power. the electrical losses in APSEB were 42% which means a loss of 1500-2000 crore per annum which were brought down to 22% in 2002 by the Reforms brought by CBN. In a short span of 5 years from 1999 to 2004, CBN supported installing 3815 MW of Power. ** Note: The total capacity installed from 1956 to 1998 is 6521MW. ** Eight fast track projects were specially selected by central government. Out of which 3 plants are started in A.P. (with CBN's influence). APSEB was divided into APGENCO and APTRANSCO to have proper regulation with committee recommendation. He laid transmission lines of 90,000KM in the same period. Number of substations constructed was 2,196 and more than one lakh transformers installed. CBN attained 100% feeder metering and 92% consumer metering (First State in INDIA to achieve this). AP is the first state to incorporate IT in power sector, which improves billing and recovery. With all this reforms, AP emerged as role model in power sector, which attracted many industries all over the world and across the country with which much employment is created. APSEB has significantly contributed to the increase of Agricultural Production in the backward Telangana and Rayalseema regions; it has been a catalyst of industrial growth and improvement of quality of life. 100 percent of the towns and villages have access to power. It has energized more than 15 lakh agricultural pump sets accounting for 43 percent of the Irrigated Area in the state. AP maintained a load factor of 88.9% best in the World where as the average load factor for India is 67%. Due to these reforms, an estimated 75 lakh acres during Kharif and 35 lakh acres during Rabi season under Pump Irrigation came into farming which was only Rain-Fed before. Chetan Bhagat in his famous writing “the mandi economics” expressed a similar idea of converting Rain-Fed to any other form of agriculture, which was implemented 10 years ago in AP under CBN. Teams from Gujarat, Chhattisgarh, UP visited AP to study about power reforms of AP. We attained Surplus in Supply and sold Power to other states (Gujarat is in that condition now of surplus power). Due to all these infrastructural developments we enjoyed quality power, farmers enjoyed free power from 1999 to 2009. Hope we are aware that the demand increases by atleast 20-30% every year. For a person who brought the whole Electricity sector in form, Free electricity is very easy to implement. He never thought of votes, he always thought of Future, Development, Sustainability. I have heard people from Congress Govt saying “without CBN’s reforms Free-Current scheme was Impossible.” NOTE: After everything was set up and after Investing 30,000 Crores and getting things to an Awesome Condition, Mr.YSR gave the Free Current to Farmers, I agree it a good decision made. But not at the cost of reforms. Neither more investments, nor reforms on Power were made thereafter. The result of which: - 50% increase in Price of electricity Bill. - 4-8 hours of power cuts in Towns, Cities. 8-12 hours of power cut in Villages, 4-5 hours of Power(that too only at nights) for Agriculture in Rainy Season this year. Its hard to imagine how will it be this Summer. Farmers are in a pathetic condition as Rs.300-500 of electricity bill which the Govt is not putting on was wasting Rs.10,000-50,000 of crop each acre due to lack of electricity inspite of sufficient water reserves. - Only 5 days of Power to industries resulted in 40% of industries to Shut Down or migrate from State causing huge loss in employment and revenue and development of state. - Rs. 4,000 Crores is what govt bears for Free Power, The latest Hike in electricity Bills made in October,2011 is putting an additional burden of 4,440 Crores on State’s Citizens. Now atleast the Educated should understand who is paying for the Free power to Farmers. Where is all the money going.? - We are buying power worth atleast 6000 crores every season from other state this year. - Finally we are in a stage of No power supplies to meet the demand, No quality Power, No power for long hours, Where are we now. Back in 20 years. He envisioned for the next 20 years and achieved in only 5 years of efforts. That’s why they hate him. Now, They took us back by 20 years left us in the same old pathetic condition. What’s the solution now.?[/color][/size] 1
